Lubbock County cannot zone, but Texas restricts dangerous wild animals statewide, and the City of Lubbock bans keeping wild animals within city limits. Big cats, wolves, bears, primates, and other listed species are prohibited absent a special permit.
Texas Health & Safety Code ch. 822, subch. E regulates dangerous wild animals (lions, tigers, bears, wolves, primates, and more) statewide, requiring registration and a certificate of registration with the local animal authority. The City of Lubbock goes further: it is unlawful to keep any wild animal within the corporate city limits, and the code lists prohibited dangerous wild animals—ocelots, lions, tigers, cougars, wolves, bears, primates and similar species. Only permitted animal establishments or dealers may keep such animals with director approval.
City of Lubbock violations are class C misdemeanors; the state may also seize and impound an unregistered dangerous wild animal under H&S ch. 822.
