Lubbock prohibits keeping dangerous wild animals in residential areas. Texas HSC Chapter 822 Subchapter E requires a certificate of registration and insurance for lions, tigers, bears, nonhuman primates, and other listed species.
Under Texas Health and Safety Code Chapter 822 Subchapter E, owning a dangerous wild animal requires registration with the local animal control authority, 100,000 dollar liability insurance, and enclosure standards. Lubbock does not issue these permits in residential zones, effectively barring private ownership inside city limits. Prohibited animals include big cats, bears, coyotes, wolves, hyenas, gorillas, chimpanzees, baboons, and elephants. Smaller exotics such as reptiles (non-venomous), ferrets, hedgehogs, sugar gliders, and birds are generally allowed. Venomous snakes and crocodilians are prohibited as pets.
Class C misdemeanor per day of violation. Animal seizure. Up to 2,000 dollars per day under state law.
