Lubbock requires residential driveways to be hard-surfaced (concrete, asphalt, or approved pavers). Driveway approaches in the public right-of-way need a curb-cut permit from Public Works, typically 40 to 60 dollars.
Lubbock Code Chapter 24 (Streets and Sidewalks) requires a permit for any new curb cut or driveway approach. Residential driveways must be a minimum of 10 feet wide and a maximum of 24 feet wide at the property line per zoning standards. The portion in the city right-of-way must be concrete meeting Lubbock Standard Construction Specifications. Gravel or caliche driveways were grandfathered in older neighborhoods but new construction requires pavement. Circular driveways are permitted on lots with at least 75 feet of frontage. Driveways may not drain directly onto neighboring properties.
Unpermitted curb cut: stop-work plus replacement cost; unpaved new driveway: 250 dollar fine.
