Lubbock, TX Parking Rules: Preferential Parking Districts (2026)

Article 20.04, Division 4 (sections 20.04.111 through 20.04.115) creates the Resident Parking Only Program to keep non-resident commuters, students and shoppers from filling residential streets near schools, commercial districts and Texas Tech. The program is capped at eight zones: Tech Terrace, Heart of Lubbock, South Overton, North Overton, Arnett Benson, Monterey, 19th Street, and Coronado, each with a mapped boundary (section 20.04.111(b)). To create a zone, residents owning or occupying sixty percent of a block's linear footage must petition the traffic engineering department, the block must be low-density residential, and the applicants pay an application fee plus sign costs within 180 days of filing (section 20.04.112).

Minimum fees, if none is set by budget ordinance, are fifty dollars to apply, two hundred dollars per sign installed, five dollars per annual resident permit, and five dollars per annual guest pass (section 20.04.112(d)). Signs must be posted before enforcement begins, and the zone becomes enforceable five working days after posting. A resident permit is valid from August 1 to July 31, must be displayed on the windshield above the inspection sticker, is not transferable, and entitles one permanent guest pass per vehicle permit up to three per residence, plus one-day temporary passes for large gatherings (section 20.04.113).

Marked service, delivery, city and state vehicles are exempt while conducting official business. A zone can be removed by a new 60-percent petition, but not within two years of creation, or by the state on a state-maintained roadway (section 20.04.114).
