Lubbock, TX Parking Rules: Loading Zones (2026)

Division 3 of Chapter 20.04 of the Lubbock Code of Ordinances governs every loading zone in the city, existing and future (§ 20.04.081). The traffic engineer sets each zone's location and posts signs marking it; unless a sign says otherwise, a loading zone is operative only from 7:00 a.m. to 6:00 p.m. (§ 20.04.082(a)). Outside those hours the space reverts to ordinary parking rules.

Loading zones are not free. The city charges an annual fee to cover sign installation and maintenance: a newly installed zone costs $200.00 per sign plus $3.30 per linear foot, and an existing zone costs $3.30 per linear foot per year (§ 20.04.082(b)(1)-(2)). Anyone wanting a loading zone applies to the traffic engineer, who certifies the annual charge and collects renewal fees each year; if a renewal goes unpaid, the traffic engineer has the signs removed and the curb repainted back to ordinary parking (§ 20.04.083). Charges are payable each January 1, prorated by quarter for zones designated later in the year, subject to a minimum one-quarter charge (§ 20.04.082(c)).

Once posted, a loading zone carries strict use limits. Loading space must sit against the curb, and no one may stand or park there for passenger loading or unloading for more than three minutes (§ 20.04.084). Freight, supplies and merchandise must be loaded in an expeditious manner, no longer than reasonably necessary, with only a reasonable extra window allowed to secure a delivery receipt; soliciting from the vehicle instead of loading it voids that allowance. Any other parking in the zone is declared unlawful outright. Taxicabs are the one exception: there is no time limit on a cab in a designated taxi stand or loading zone. The traffic engineer may revoke or alter a zone and refund a prorated share of fees already paid (§ 20.04.085).
