Lubbock has no breed-specific legislation. Texas Health and Safety Code 822.047 prohibits Texas cities from adopting breed bans. All breeds including pit bulls are legal in Lubbock.
Under Texas HSC 822.047, no Texas municipality or county may enact or enforce an ordinance that regulates dogs based on breed. Lubbock therefore treats dangerous dog issues under Lillian's Law (HSC 822.041 to 822.047), which is behavior-based. A dog of any breed that causes serious injury or unprovoked attack can be declared dangerous by Municipal Court. Owners of dangerous dogs must register annually, maintain secure enclosure, post warning signs, carry 100,000 dollars liability insurance, and muzzle the dog in public. Landlords and insurers may still restrict breeds privately.
