Texas regulates dangerous wild animals countywide: you may not keep a lion, tiger, bear, or other listed dangerous wild animal without a certificate of registration from the local animal registration agency. This is one area where the county does have real authority.
Unlike zoning, dangerous-wild-animal control is a genuine county power. Health & Safety Code Ch. 822, Subchapter E, requires anyone owning a "dangerous wild animal" (lions, tigers, bears, cougars, chimpanzees, and similar listed species) to register it with the county or municipal animal registration agency, carry liability insurance, and meet caging standards. Ordinary exotic pets are otherwise governed by city rules; Nueces County cannot zone to ban common exotics in unincorporated areas.
Owning an unregistered dangerous wild animal is a Class C misdemeanor per violation under H&S 822.105, and the animal may be seized.
