Massachusetts regulates exotic animal ownership through MGL Chapter 131, Section 23 and the Code of Massachusetts Regulations (321 CMR 9.01). MassWildlife (Division of Fisheries and Wildlife) maintains a list of animals that require permits or are prohibited. Large cats, bears, wolves, non-human primates, venomous snakes, and crocodilians are generally prohibited as pets. Some exotic species may be kept with a permit for educational or scientific purposes. Common pets like dogs, cats, rabbits, hamsters, guinea pigs, and certain fish do not require exotic permits. Ferrets are legal in Massachusetts. Worcester follows state regulations and may have additional restrictions. Illegal exotic animals are subject to confiscation.
Possession without required permit: fines up to $500 per MGL. Animals may be confiscated. Federal Lacey Act may also apply for endangered species.
