Worcester requires all dogs to be on a leash or under the direct control of the owner when off the owner's property. Massachusetts General Laws Chapter 140 provides the statewide framework for dog control. Dogs running at large β off leash and not on the owner's property β may be picked up by the city's Animal Control officer and impounded. All dogs over 6 months must be licensed annually with the city clerk and vaccinated for rabies. Worcester participates in seasonal low-cost rabies vaccination clinics. Designated off-leash areas in city parks provide spaces for dogs to exercise freely. Dogs must be leashed on all city sidewalks, streets, and public areas unless in a designated off-leash zone.
