Massachusetts General Laws Chapter 140 provides the statewide framework for dog control. Dogs running at large — off leash and not on the owner's property — may be picked up by the city's Animal Control officer and impounded. All dogs over 6 months must be licensed annually with the city clerk and vaccinated for rabies. Worcester participates in seasonal low-cost rabies vaccination clinics. Designated off-leash areas in city parks provide spaces for dogs to exercise freely. Dogs must be leashed on all city sidewalks, streets, and public areas unless in a designated off-leash zone.
Dog at large: fine up to $50 first offense, $100 subsequent. Impound fees apply. Unlicensed dog: up to $50 fine per MGL Ch. 140 §137.
