§ 46. Commercial Curb Loading Zone. When official signs are erected giving notice thereof, no person shall stop, stand or park any commercial vehicle at any curb designated as a commercial loading zone for any purpose or for any length of time other than for the expeditious unloading or delivery or pick up and loading of material not to exceed thirty minutes during the hours when provisions applicable to loading zones are in effect. Such a zone shall be designated by the city council.

Section 45, "Passenger Curb Loading Zone," bars stopping, standing or parking at a curb posted as a passenger zone adjacent to the entrance of a building with twelve or more apartments, or a bank, church, hospital, hotel, railroad or bus station, terminal, theater, public building, or other place of public assembly, except to receive or discharge passengers. The city council designates which entrances qualify and keeps a schedule of passenger zones on file with the city clerk, incorporated into the section by reference; the council can also pull the signs if a building stops serving the qualifying use.
Section 46, "Commercial Curb Loading Zone," separately bars stopping a commercial vehicle at a curb marked as a commercial loading zone for any purpose, or for any length of time, other than the "expeditious unloading or delivery or pick up and loading of material," and caps that activity at thirty minutes during the hours the zone is in effect. As with passenger zones, the city council designates commercial loading zones and files a schedule with the city clerk. Both sections were last amended July 20, 2021 (Ordinance 878).

Violations & Fines
Section 36(b) sets a forty-dollar fine for each violation of Section 45 or Section 46, the same tier as violations of the meter and time-limit rules in Sections 42, 49, 51, 52(b), 54 and 59. As with other Chapter 13 fines, an unpaid ticket rises five dollars after 21 days and a further fifteen dollars once the Registrar of Motor Vehicles is notified under G.L. c. 90, section 20A1/2.
