Operators must register a business name with the Texas Comptroller, secure a city certificate of occupancy, and follow city zoning. Texas Penal Code 42.092 cruelty law and Texas Health and Safety Code Chapter 826 rabies rules still apply. If a pet is injured, dies, or escapes during grooming, owners may file complaints with HCPH Veterinary Public Health, the city animal services department, or pursue civil claims. Voluntary credentialing exists through National Dog Groomers Association and International Professional Groomers, but it is not required to operate a salon.
