Juveniles (under six months) are generally not counted toward the limit. The hobby kennel/cattery license also carries care conditions such as fencing of run areas and limits on litters per year. Households keeping three or fewer dogs and three or fewer cats typically stay below the license threshold. All non-juvenile pets must be spayed or neutered unless the owner holds an unaltered-pet license.
Keeping four or more dogs or cats without the required hobby kennel/cattery license, or exceeding the lot-size animal maximums, violates the adopted King County code and is subject to civil penalties and enforcement by RASKC under the King County bail/bond schedule referenced in the Sammamish code.
