Bakersfield has urban wildlife including coyotes in many neighborhoods, especially those adjacent to the Kern River Parkway, foothills, and undeveloped land. Intentional feeding of coyotes habituates them to humans and creates public safety risks including attacks on pets and aggressive behavior toward people. BMC nuisance provisions allow Code Enforcement to order abatement of conditions (such as uncovered pet food, open garbage, or intentional feeding stations) attracting wildlife. Bird feeders, bird baths, and hummingbird feeders are allowed but should be maintained to avoid attracting rodents, raccoons, or bears. Feral cat colony feeding is a separate issue governed by Kern County Animal Services policies and may require registration as a TNR (trap-neuter-return) program.
Intentionally feeding coyotes or other wildlife that creates a nuisance or safety hazard can result in BMC nuisance citations. State violations of Fish and Game Code are misdemeanors. Repeat offenders may face escalating fines and abatement orders requiring removal of feeding stations. Property owners whose feeding attracts aggressive wildlife may also face civil liability if someone is injured by animals they helped habituate.
