Chester County has no general wildlife-feeding ban, but feeding is discouraged and restricted in county parks. Statewide, the PA Game Commission prohibits feeding deer, elk, and bears, and can order feeding stopped when it spreads disease or draws bears.
There is no blanket county ordinance against feeding wildlife on private property. However, the Pennsylvania Game Commission enforces statewide restrictions: it is unlawful to intentionally feed deer and elk in ways that concentrate them or spread Chronic Wasting Disease, and the Commission may prohibit bear feeding and any feeding that causes a public nuisance or health risk. Chester County Parks + Preservation rules also direct visitors not to feed park wildlife, protecting both animals and the public. The county Health Department's rabies program (§202) reflects the same concern, treating raccoons, foxes, skunks, and bats as high-risk rabies vectors that should not be attracted to homes. Individual municipalities may add their own anti-feeding nuisance ordinances.
Illegal wildlife feeding is enforced by PA Game Commission wildlife conservation officers, with summary-offense fines; park feeding violations can lead to ejection from county parks.
