Unsecured trash containers attracting wildlife may violate Birmingham Code Β§14-2-1 (sanitation). Bird feeders are generally unrestricted in Jefferson County as bears are rare in the Birmingham metro area. Feeding feral cats may be regulated through nuisance ordinances if colonies form.
