Birmingham Code Title 4 and Title 11 prohibit feeding wildlife in a manner that creates a public nuisance, attracts rodents, or concentrates animals near homes. The rule covers deer, raccoons, opossums, and feral cat colonies maintained without trap-neuter-return registration. Bird feeders are generally allowed if maintained, but uncovered piles of food are not. JCDH gets involved if feeding generates rat or mosquito complaints. State wildlife is also protected by Alabama Department of Conservation rules under AL Code Title 9, which can layer state penalties on top of city fines.
Officers post warnings and order cleanup; continuing violations bring municipal fines, and severe rodent or sanitation complaints can trigger health-department abatement orders against the property.
