Minnesota Statute 97B.106 restricts deer feeding statewide in counties affected by chronic wasting disease and bovine tuberculosis. DNR rules supplement the law and apply uniformly across municipal boundaries within designated zones.
The Department of Natural Resources prohibits placing food, salt, or mineral attractants for white-tailed deer in counties designated under Minn. Stat. 97B.106 due to chronic wasting disease (CWD) or bovine TB. Bird feeders are exempt only if positioned to exclude deer access. Recreational and commercial deer feeding is also banned during firearms hunting seasons in many areas. Bear baiting requires a separate permit and follows DNR rules at Minn. R. 6232.0300. Feeding any wildlife in a manner that creates a public nuisance or attracts dangerous animals such as bears may violate Minn. Stat. 97A.045.
Illegal feeding is a misdemeanor with fines typically $100 to $1,000 plus removal orders. Repeat offenses or feeding during disease emergencies may carry enhanced penalties and restitution.
