Wake County does not have a county-wide ordinance banning the feeding of wildlife, but feeding that creates a nuisance violates §91.08. North Carolina Wildlife Resources Commission rules (15A NCAC 10B .0106) prohibit feeding of bears, and the WRC discourages feeding deer and coyotes. Bird feeders and squirrels are not restricted.
If your wildlife feeding attracts rats, raccoons, or otherwise creates frequent or long-continued plainly audible noise or sanitation issues, neighbors can complain under §91.08 (animals creating nuisance) and the noise standard in §92.05(O). Black bear feeding is illegal statewide under 15A NCAC 10B .0106 — a Class 3 misdemeanor with up to a $200 fine for first offense. Feeding feral cats is allowed but the keeper becomes the legal owner under NC case law and Wake County animal-control rules. Inside Raleigh, the city has stricter prohibitions on feeding deer in residential zones.
