Citywide enforcement leans on BCD, but Portland Permitting & Development can refuse a certificate of occupancy when an elevator is out of compliance. Residential lifts in single-family homes also require permits and periodic inspection. Modernization and repair work itself triggers separate state permits and licensed elevator-mechanic labor.
Operating without a current permit can trigger a stop-use order from BCD, civil penalties, and liability exposure. Building owners may face habitability complaints from tenants when elevators are red-tagged.
