Elevator safety in Renton is governed entirely by state law. RCW 70.87 (Elevators, Lifting Devices, and Moving Walks) and WAC 296-96 assign inspection and permitting authority to the Washington Department of Labor and Industries Elevator Program. Every elevator, escalator, dumbwaiter, platform lift, or stairway chair lift requires a state operating permit that must be renewed annually. Inspections by L&I-certified inspectors are required at least annually and full load tests every 5 years. A current L&I operating permit must be posted in or near the equipment. Installation, alteration, or major repair requires an L&I installation permit and compliance with ASME A17.1, ASME A17.3, and ASME A18.1 (as adopted in WAC 296-96). Building owners, not contractors, hold the operating permit. Renton's role is limited to IBC Chapter 30 compliance at initial construction through the building permit process under RMC 4-5-060; ongoing elevator regulation remains with L&I.
