Delaware adopts the IECC statewide as the minimum energy standard, enforced through Wilmington L&I building permits. The Riverfront Wilmington redevelopment includes several certified green buildings. Delaware Sustainable Energy Utility (SEU) offers rebates for energy-efficient HVAC, insulation, and solar.
