Pre-1978 residential properties in Mecklenburg County are subject to federal Lead Renovation, Repair and Painting Rule (RRP) enforced by NC DHHS Childhood Lead Poisoning Prevention Program. Certified firm required for any disturbance over 6 sq ft interior or 20 sq ft exterior.
NC administers the federal RRP Rule under 15A NCAC 41C. Contractors must be EPA-certified renovator firms and use lead-safe work practices including containment, HEPA vacuuming, and verification cleaning. Disclosure under 24 CFR 35 requires landlords and sellers to provide the federal lead hazard pamphlet and known-lead disclosure before sale or lease. Mecklenburg County Public Health responds to blood lead level elevations over 3.5 mcg/dL with environmental investigations and may order abatement under NCGS 130A-131.9.
