Sacramento County adopts the California Building Code (CBC) and California Building Standards Code through Title 16 of the County Code. If scaffolding extends into the public right-of-way, sidewalk, or alley, the contractor must obtain an encroachment permit from Sacramento County Department of Transportation and maintain pedestrian protection (covered walkways) per CBC 3306. For scaffolds over 35 feet tall, stamped engineered drawings are required. Tower and suspended scaffolds require inspection by a qualified person before each shift.
