Any scaffold more than 3 stories high or 36 feet above the base must have design and construction plans prepared by a California-licensed civil or structural engineer. All scaffolds must be erected on sound footing, be plumb and square, and have guardrails at 42 inches plus midrails at 21 inches and toeboards at least 4 inches tall on all open sides and ends when the working platform is 7.5 feet or more above the ground. Planking must be scaffold grade and fully decked. A qualified competent person must inspect each scaffold before every work shift and after any event that could affect integrity.
