NRH lot coverage ratios vary by zoning district, generally capping building footprint at 40 to 50 percent of lot area in single-family zones and up to 70 percent in commercial districts. Impervious surface coverage is also regulated to manage stormwater runoff.
The NRH Zoning Ordinance governs lot coverage, which measures the percentage of a lot occupied by the principal building and covered accessory structures. R-1 and R-1-S low-density residential districts typically allow 40 percent maximum lot coverage, while R-2 and R-3 allow 45 to 50 percent. Multifamily districts may go up to 60 percent. Commercial and industrial districts permit higher coverage, up to 70 or 80 percent, but must meet parking, landscaping, and stormwater detention requirements under the Subdivision Regulations. Impervious cover (driveways, patios, pools, and buildings combined) is separately regulated to protect drainage and is typically capped at 65 to 75 percent of lot area. Corner lots and irregular lots use the narrower frontage for coverage calculations. Accessory structures such as sheds, detached garages, and pool houses count toward coverage once they exceed 120 square feet. Landscape and pervious paving improvements may reduce impervious cover calculations. Large additions or new construction that would exceed coverage require a variance or lot redesign.
Building permits will not be issued for plans exceeding lot coverage. Construction above allowed ratios is a Class C misdemeanor with fines up to 2,000 dollars per day and may require removal of the offending structure.
