Required setbacks vary by zone. In lower-density zones, interior setbacks range from 6 ft (RS-6) up to 35 ft (RS-1A). In R-2, R-M and R-MH zones, the front setback is generally 10 ft for the first/second story and 20 ft for third-plus stories, with interior and rear setbacks around 5-6 ft. Coastal-Zone (Title 28) and non-Coastal (Title 30) standards differ in places.
The City of Santa Barbara assigns required front, interior (side) and rear setbacks by zoning district. The City uses two zoning codes: Title 28 in the Coastal Zone and Title 30 outside it, so a parcel's setbacks depend on which code applies. Per the City's Residential Zoning Standards, interior setbacks in the lower-density single-unit zones step down with lot size: RS-1A (Title 28 A-1) requires 35 ft, RS-25 (A-2) and RS-15 (E-1) require 30 ft, RS-10 (E-2) requires 25 ft, RS-7.5 (E-3) requires 20 ft, and RS-6 (R-1) requires 15 ft for portions 15 ft or less in height and 20 ft for portions more than 15 ft. In the R-2, R-M and R-MH zones, the front setback is generally 10 ft for first- and second-story portions and 20 ft for third-or-higher stories, with street-facing covered parking set back 20 ft; uncovered interior and rear parking setbacks are about 5-6 ft. Sloped lots (over 20%) and three-story buildings have additional setback reductions or requirements; see the code. Because the exact figures vary by zone, code (Title 28 vs 30), story height and slope, owners should confirm their zoning designation through the City before relying on a single number.
Constructing, expanding or placing a structure within a required setback without an approved Modification or variance is a zoning violation. The City can deny or revoke permits, require removal of the encroaching portion, and withhold final inspection approval.
