Vermont Act 164 of 2020 created a regulated retail cannabis market that took effect in 2022. Each municipality must affirmatively opt in to host retail or integrated cannabis businesses, and Burlington voters approved opting in. Burlington integrates retail cannabis into its Comprehensive Development Ordinance with location standards in commercial zones. Operators must hold a state license from the Vermont Cannabis Control Board and a local control commission permit. Burlington collects a local cannabis excise tax in addition to state taxes. Buffer zones from schools and youth facilities apply.
