Plants must be grown indoors or in a locked, fully enclosed structure not visible from public spaces. Medical patients with a physician's recommendation may grow additional plants as needed for their medical use under Proposition 215. Local nuisance ordinances still apply β odor, noise from ventilation, and light pollution can trigger complaints. Landlords may prohibit cultivation in rental properties.
Growing more than 6 plants without a medical recommendation is an infraction with a $250 fine for first offense. Outdoor cultivation visible from public spaces violates county code and can result in nuisance abatement. Cultivation creating nuisance conditions (odor, noise) may trigger administrative fines of $100-$500. Commercial-scale unlicensed cultivation is a misdemeanor with fines up to $1,000 per day.
