Norwalk, CA Cannabis Regulations: Home Cultivation (2026)

Section 17.04.080(C) draws a sharp line between outdoor and indoor home cultivation. Outdoor cultivation of marijuana, commercial or non-commercial, is expressly prohibited in all zones in the City, including on private residences, with no plant-count exception. Indoor cultivation is prohibited too, as a general matter, except for the cultivation of six plants in compliance with Health and Safety Code Sections 11362.1 and 11362.2, the state provisions that establish the personal cultivation and possession rights created by Proposition 64. Subsection F reinforces that the local ordinance does not override the State floor: nothing in Section 17.04.080 prohibits a person 21 years of age or older from engaging in activities authorized by Health and Safety Code Section 11362.1, which is the source of the six-plant indoor allowance.

The six-plant cap in Norwalk applies per private residence, not per resident, consistent with the state statute it incorporates by reference. Growing more than six plants indoors, or any amount outdoors, falls back into the general prohibition in subsection C rather than the personal-use exception. The delivery ban in subsection D is separate from the cultivation rule and does not affect a resident growing their own plants at home. Enforcement of an unlawful grow runs through the same mechanism as the City's broader marijuana prohibition: the City Attorney may pursue a civil action for injunctive relief and civil penalties under subsection G, with any criminal exposure capped at what State law allows under Health and Safety Code Sections 11362.1 and 11362.71.
