200(C)(1)(c) allows any combination of up to three dogs or cats per residential dwelling unit as a matter of right, not counting their offspring under four months of age. 140, reviewed and approved administratively by the Director of Community Development rather than the Planning Commission. 200 and Title 6's animal regulations and will not be detrimental to public health, safety or welfare before approving it, and can attach additional conditions to protect neighboring properties. Every animal, permitted or not, must be kept for the personal use of the residents; selling an animal or its offspring listed on an approved permit is not treated as a commercial use as long as the animals are not being maintained for commercial breeding.

An approved animal permit automatically renews each year unless the number or type of animals changes or the original applicant moves out, in which case it expires and must be reapplied for. The Planning Commission, not the Director, handles permits for more than 10 birds. Decisions are mailed to the applicant and become final 10 calendar days after mailing unless appealed, and the Planning Commission can later revoke a permit obtained by fraud, exercised contrary to its terms, or maintained so as to be detrimental to public health or safety or to constitute a nuisance.
