Norwalk, CA Fire Regulations: Wildfire Zones (2026)

California's Very High Fire Hazard Severity Zone law, codified at Government Code Sections 51175 through 51189, gives the State Fire Marshal and CAL FIRE authority to map moderate, high and very high fire hazard severity zones based on fuel loading, slope, fire weather and wind patterns, and requires the local agency with jurisdiction, here the City of Norwalk, to designate the zones within its boundaries under Section 51179. For any occupied dwelling or structure that sits inside a locally designated Very High Fire Hazard Severity Zone, Government Code Section 51182(a) requires the owner, lessee or operator to maintain 100 feet of defensible space from every side of the structure, though not beyond the property line.

The statute layers the requirement: general fuel modification applies across the full 100 feet, more intensive fuel reduction is required between 5 and 30 feet from the structure, and an ember-resistant zone, one that removes materials likely to ignite from wind-blown embers, is required within 5 feet of exterior walls. Before building a new home or rebuilding one destroyed by fire in the zone, the owner must obtain a certification from the local building official confirming the structure complies with applicable state and local building standards, and must give a copy to any insurer providing course-of-construction coverage; after completion, a final inspection report goes to the property insurer as well.

Section 51182(c) lets Norwalk adopt its own defensible-space ordinance that is more stringent than the state regulations, or that authorizes alternative practices with substantially similar effect, so long as the alternative meets the intent of the State Board of Forestry and Fire Protection's rules. The requirement was last amended by Stats. 2025, Chapter 731 (AB 1455), effective October 13, 2025.
