Laredos position on the U.S.-Mexico border brings additional federal scrutiny through CBP, DEA, and joint task forces; cultivation discovered during unrelated enforcement often triggers federal charges. Possession of paraphernalia (grow lights, hydroponic systems) combined with cannabis is evidence of intent.
