Recreational cannabis dispensaries are illegal in Texas and thus banned in Laredo. Only TX Compassionate Use Program licensees may dispense low-THC medical cannabis. No TCUP dispensing organization currently operates in Laredo; patients receive products via delivery.
Texas does not permit recreational marijuana dispensaries anywhere in the state. The only lawful cannabis dispensing is through the Texas Compassionate Use Program (TCUP), established by the 2015 Compassionate Use Act and expanded in 2019 and 2021 to cover qualifying conditions including epilepsy, terminal cancer, PTSD, multiple sclerosis, Parkinsons, ALS, autism, and chronic pain. Products are limited to low-THC cannabis (1 percent THC or less). Only three dispensing organizations are licensed by TX DPS: Compassionate Cultivation (Austin area), Surterra Texas / Goodblend, and Fluent. None operate a retail storefront in Laredo; qualifying patients register with the Compassionate Use Registry (CURT) through a qualified physician and receive products via statewide delivery. Laredo has no local dispensary zoning because no lawful dispensary may operate. Storefront sale of hemp-derived products (CBD, delta-8) is permitted under state hemp law and subject to general commercial zoning, but products must comply with TX Health and Safety Code 443 consumable hemp rules.
Operating an unlicensed dispensary: felony drug delivery under TX Health and Safety Code 481.120. Federal Controlled Substances Act charges possible. Asset forfeiture.
