Washington bars recreational home cultivation of cannabis statewide, so Tacoma residents cannot grow plants for personal adult use. Only qualified medical patients with state authorization may grow limited plants under RCW 69.51A.
Unlike Oregon and California, Washington Initiative 502 and RCW 69.50 did not legalize home grows for recreational adults. Growing any cannabis plant for non-medical personal use remains a criminal offense statewide, and Tacoma cannot opt in unilaterally. Qualified medical patients registered with the state authorization database under RCW 69.51A may grow up to six plants (with a healthcare provider note allowing up to fifteen) and possess limited usable cannabis from those plants. Medical home grows must be in a non-public space, not visible from a public place, and follow the patient possession and processing limits in state law.
Unauthorized cultivation can result in misdemeanor or felony charges depending on plant count and whether sale or distribution is alleged, plus civil property and code-enforcement consequences.
