Unlike states that license courier services, RCW 69.50 and LCB rules require all retail cannabis transactions to occur at the licensed storefront. There is no general consumer-delivery framework, no curbside delivery to residences, and no third-party delivery platforms for cannabis in Washington. Limited business-to-business transport between licensed entities is allowed under transportation-license rules, but those vehicles cannot drop off product at a customer home. Tacoma cannot create a local delivery permit because state law preempts the licensing scheme. Adults 21 and older may purchase up to one ounce of usable cannabis (with separate concentrate, edible, and liquid limits) per transaction.
Unlicensed delivery to consumers can lead to felony distribution charges, LCB enforcement against any involved licensee, and Tacoma business-license action against participating storefronts.
