Plants must be grown in a secure, enclosed location not visible from public space, and only by the resident β not commercial operators. Cleveland has not enacted local caps lower than the state floor. Landlords retain the right to prohibit cultivation in lease terms. Smoking cannabis in public remains prohibited under ORC Β§3780.36 and Cleveland public-conduct rules.
