ORS 475C.176 caps non-commercial cultivation at four mature plants per household, not per adult. Possession limits at home reach eight ounces of usable cannabis plus any harvest from the four plants. Indoor or outdoor grows are allowed, but Portland Zoning Code 33.815 requires the canopy be invisible from a public sidewalk or adjacent residential lot, generally meaning a fence or indoor cultivation. Renters need landlord permission; landlords may prohibit cultivation by lease term. Federal HUD-subsidized housing prohibits all cannabis activity regardless of state law. Sale or barter of homegrown cannabis remains a felony.
Growing more than four plants, selling homegrown cannabis, growing in view of public property, or cultivating as a minor violates ORS 475C and triggers Class A misdemeanor charges, plant destruction, and possible felony exposure for sale.
