The 2021 NY Marijuana Regulation and Taxation Act established Office of Cannabis Management licensing with social and economic equity goals, including priority for justice-involved applicants, minority and women-owned businesses, distressed-farmer operators, and service-disabled veterans. Nassau County exercised its statutory opt-out in December 2021, prohibiting adult-use retail dispensaries and on-site consumption lounges within the unincorporated county and county-administered jurisdictions.
