Glen Cove, NY Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Section 208-18 of the Glen Cove City Code, added in 1990 after the City Council found that children had been killed or seriously hurt going to and from frozen dessert trucks stopped on City roadways, is Glen Cove's specific mobile food vending law. It defines frozen desserts broadly to cover ice cream, frozen custard, ice milk, sherbet, water ices, frozen yogurt and similar products however made, and applies to any person selling them directly to pedestrians from a motor vehicle. Operators may vend only while lawfully parked or stopped on a City road, only from the side of the truck away from moving traffic and as close as possible to the curb, and never to a pedestrian standing in the roadway; the driver may not back the truck up to make a sale or let anyone but a person aiding the sale ride along (§ 208-18).

A 2005 amendment added licensing screening: every applicant must be fingerprinted under the Chief of Police, with the fingerprint card and processing fee sent to the New York State Division of Criminal Justice Services, and a felony involving vehicle use in the last five years, leaving the scene of an accident, or a crime against children or involving a sex offense results in denial or revocation of the license (§ 208-18). These operators still need the underlying peddler's license required by § 208-4, since a frozen dessert truck is a form of peddling under Chapter 208's definitions.
