Chapter 196 Article III establishes maximum permitted sound levels measured at the property line of the receiving property, supplementing the unreasonable-noise and quiet-hours rules.
Article III applies the city's objective decibel ceilings to stationary noise sources such as HVAC equipment, generators, pool pumps and commercial mechanicals. Specific dBA caps and measurement procedures are set in the article; the unreasonable-noise standard in Article II remains an independent basis for citation when an objectionable sound does not exceed the dBA cap. Sound is measured with a Type 2 or better meter calibrated per ANSI S1.4. The article was substantially updated in 1999 and again in 2025.
Exceeding the Article III caps is a Chapter 196 violation enforceable under Β§ 1-15 with fines up to $1,000 and/or 15 days per offense.
