Glen Cove, NY Noise Ordinances: Barking Dogs (2026)

City Code § 196-4(D) makes it a noise violation to keep an animal or bird whose noise, through loudness, duration, frequency or intensity, causes public inconvenience, annoyance or alarm, or that a reasonable person of normal sensitivities would not tolerate given the time, place and circumstances. Two subsections give the rule numeric teeth. that is plainly audible 50 feet from where it originates prima facie evidence of a violation, meaning the City can rely on that measurement alone rather than proving general disturbance. Paragraph (2) adds a daytime standard: noise from an animal or bird that runs for a continuous five minutes or longer, or adds up to 15 minutes or more over any eight-hour period, and that is plainly audible inside another dwelling, residence, office or apartment, is likewise prima facie evidence of a violation, regardless of the hour.

The provision applies to any animal or bird kept in the city, not just dogs, and it sits alongside the rest of Chapter 196's noise catalog enforced by the Building Department Administrator and Glen Cove Police under § 196-15. Chapter 196 defines unreasonable noise generally in § 196-3, but § 196-4 explicitly folds animal and bird noise into that same 'unreasonable noise' violation, so an owner cannot argue the code only reaches mechanical sources.
