Glen Cove City Code Chapter 196 (Noise) prohibits 'unreasonable noise' at any hour and sets specific quiet hours for amplified sound: instruments, phonographs, radios and similar devices may not be operated between 10:00 p.m. and 7:00 a.m. Monday through Friday, or between 11:00 p.m. and 9:00 a.m. on Saturdays, Sundays and holidays.
Chapter 196 was originally adopted by the City Council on 8-25-1981 and amended substantially in September 1999 and again in 2025. Article II defines an 'unreasonable noise' as any sound of a type or volume a reasonable person of normal sensitivities would not tolerate at the time, place or under the circumstances - a standard separate from the specific quiet-hour and decibel limits in Articles II and III. Article II also enumerates specific prohibited noises (Β§ 196-4), including the use of instruments, machines, devices, vehicle sound systems and similar sources during the quiet-hours window, plus animal/bird noise rules (see barking-dogs). Enforcement is shared between the Glen Cove Police Department and Code Enforcement (516-676-3766).
A violation of Chapter 196 is punishable as set forth in Β§ 1-15 of the Glen Cove Code (general penalty clause), which authorizes fines of up to $1,000 and/or imprisonment of up to 15 days, with each day of continuing violation chargeable as a separate offense.
