Missouri's recreational cannabis amendment requires the Division of Cannabis Regulation to issue marijuana microbusiness licenses (dispensary and wholesale) through a lottery limited to social-equity-qualified applicants. Eligibility includes net-worth caps, residence in a ZIP code with high cannabis-related arrest rates, status as a service-disabled veteran, or qualification under federal disadvantaged programs. Several north and near-south St. Louis ZIP codes are among Missouri's eligible neighborhoods. DCR has issued multiple lottery rounds. Microbusinesses receive a separate license tier and may not be acquired by larger operators within a defined holding period, protecting equity intent.
Misrepresenting social-equity eligibility, or transferring a microbusiness license in violation of holding-period rules, results in license revocation by the Division of Cannabis Regulation.
