Missouri voters approved Constitutional Amendment 3 in November 2022, legalizing recreational cannabis effective in 2023 under Article XIV and codified in Mo. Β§195.005 et seq. Adults 21 and older may register with the Division of Cannabis Regulation for a personal cultivation card and grow up to six flowering plants, six non-flowering plants over 14 inches, and six clones at one private residence. Plants must be in a locked, enclosed space not visible from public view, including from neighboring property. Renters need landlord consent. St. Louis applies standard residential building, electrical, and odor nuisance rules to home grows.
