Home growing is legal across Harford County. Since July 1, 2023, an adult 21 or older may cultivate up to 2 cannabis plants, capped at 2 per household, kept out of public view under Criminal Law Β§5-601.2.

A person may not cultivate more than two cannabis plants. ... Cannabis plants may not be cultivated in a location where the plants are subject to public view, including a view from another private property, without the use of binoculars, aircraft, or other optical aids.
