Harford County has no rent control. Maryland sets no statewide cap and does not preempt local rent stabilization, so a county or town may adopt one; Harford has not. A landlord sets the initial rent at market and raises it freely at renewal.
Maryland requires no just cause to end a tenancy, and Harford County has added none. A landlord evicts only through District Court, never self-help, but may decline to renew a lease or end a periodic tenancy with proper written notice for any reason.
Md. Code, Real Property Β§ 8-401(a)
Whenever the tenant or tenants fail to pay the rent when due and payable, it shall be lawful for the landlord to have again and repossess the premises in accordance with this section.
Harford County requires no general rental license, but Maryland does require registration. Every owner of a pre-1978 rental must register each unit with the Maryland Department of the Environment under Environment 6-811 and renew it, or lose the right to sue for rent.
