Except for a sign placed or maintained by the Administration or with the authorization of the Administration, a person may not place or maintain a sign or direct, consent to, or approve the placement or maintenance of a sign, within a State highway right-of-way.
A garage-sale sign on your own lawn is fine in Harford County under the county's temporary-sign rules. But a sign staked in a state highway right-of-way, on a utility pole, or at an intersection is removed and destroyed under Maryland Transportation 8-605.
