Ontario's Development Code contains no crypto-mining, bitcoin, or blockchain use category and no energy cap targeting mining. A warehouse of mining rigs draws power and produces heat and noise like a data center, so the City classifies it under NAICS 518, "Data Processing, Hosting and Related Services," permitted by right in the BP, IP, IL, IG, and IH industrial zones and ancillary-only in OL and OH office zones under Section 5.03.140. Continuous cooling noise must meet Sec. 5-29.04: 70 dBA on industrial land, 45 dBA overnight at homes. Home mining is ordinary residential use, subject to the same property-line noise limits.
There are no crypto-specific penalties. A mining operation outside a permitted industrial zone is a zoning violation, and noise over the Sec. 5-29.04 limits is enforced by the City.
