California Health and Safety Code Section 115920 and following, known as the Swimming Pool Safety Act, requires that all new or remodeled private swimming pools and spas in Ontario and throughout the state provide drowning-prevention safety barriers. The required enclosure must be at least 60 inches tall on the outside, with no more than 2 inches of clearance at the bottom and no horizontal members that allow climbing, along with gates that open outward, self-close, and self-latch with latches at least 60 inches above ground. New construction or remodel projects must also install at least two of seven approved safety features, which include isolation fencing separating the pool from the home, an approved pool safety cover, exit alarms on house doors, self-closing door bottoms, pool alarms, a removable mesh fence meeting ASTM F2286, or other approved means. Ontario Building and Safety reviews pool plans and performs a final barrier inspection before water fill. Violations can result in red-tag stops, fines, and liability for drownings.
