California Health and Safety Code Section 115920 and the California Building Code require a 60-inch minimum pool barrier with self-closing, self-latching gates, plus at least one additional drowning-prevention feature. Fontana enforces these standards through the building permit and final inspection for any new pool.
Fontana follows the California Swimming Pool Safety Act (Health and Safety Code Sections 115920 to 115929) and Title 24 of the Building Code for residential pool barriers. The enclosure must be at least 60 inches high, measured from the outside finished grade, with vertical spacing in pickets narrow enough to prevent a child from climbing and with no footholds. Gates opening into the pool area must be self-closing and self-latching with the latch at least 54 inches from the ground, and must open outward away from the pool. In addition to the perimeter barrier, at least one of seven statutory drowning-prevention features is required: compliant pool cover (ASTM F1346), door alarms, self-closing and self-latching doors with high-mounted latches between the house and the pool area, exit alarms on windows facing the pool, or similar measures. Spa covers that meet ASTM F1346 satisfy barrier rules for spas. Enforcement occurs at final inspection and on resale through the pool safety disclosure. Federal Virginia Graeme Baker Pool and Spa Safety Act rules apply to drain covers.
